Need advice on buying Trac 18 with soft spot/area

I am looking at a AMF Trac 18 that has a soft spot behind the inspection port on right hull deck and is about 2 feet long where I can push down and hear a cracking noise. I was able to take a picture inside the hull and can see a crack in the inside fiberglass under the deck. Is this repairable? Rest of the boat is firm and looks good for age. There is some water in the bottom of the hulls when looking inside the inspection ports. He is asking $1300 with trailer. What would you guys offer based on the soft spot?
