No need to take the beam off. You will need a fish tape or a batten.
Should be a single micro block tied to the inside of the beam on each side. Or could be a ring.
If both sides lost tension when the bungee broke then the bungee goes from the hole in the beam cap to the block on the other side, to the block on the first side then to the other beam cap.
