Yuo could work the cost of the chase crews into the entrance fees, staff them with family members and local youth sailing volunteers/scouts. People come ashore because they are hurt/the boat is damaged/there is no wind/they are lost. The chase vehicles would transport people for medical aid/boat parts, and carry a marine VHF radio, cell phone and a first aid kit.
You might have to clearly define what kind of assistance the chase crews can give out over the radio, e.g. NOT telling who is in what place or locations of the other boats.
I am excited about this race.
To enter a race thats's just over 2500 miles away, I may need a second spare for the trailer. :-D
