If it is loose, that could explain the cracks on both sides of the hull under the crossbar, and suggest a need to strengthen the area. Loosen your tramp and take the crossbar off. This will let you assess the damage directly, and see just how far into or through your hull the cracks run. It could just need external cleanup, but now is the time to make sure it is structurally sound for years to come.
