I used a 48" bungee, $5 at Home Depot for 4, and cut one end off. Threaded it through the arm assembly and down to the rudder and swagged it off under tension for the kick up. the head of the bungee fit nicely into the rudder arm and I ground off the hook and rounded over the end for a finished look.
