Repairing an inferior soft spot repair

One of my Trac 18's hulls has a "repaired" soft spot on the top.

The photo is of the area... the hole is about 2.5" (6.35cm) across (It will be widened for an access port later but that is another post). The previous repair person tried to repair the soft spot by poorly layering some glass on top of the affected area.

If this was just a soft spot I'd proceed as per the collective knowledge of the internet as there are several pages devoted to such a repair.

What I need to find out is what I should do to deal with the botched repair.

if the repairs have blisters and is poorly bonded to the hull then i would sand off the repairs and fair out the spot. but if the glass from the repairs is sound, sand it back smooth and fair it out. tap around the repairs and listen for hollow spots to check. some fresh 80 grit on an orbital sander will cut through the glass nicely...be careful not to cut too deep(deep spots take a couple of passes to fill). looks like there are some dry areas of glass...either way get a charcoal filtered respirator(3m-45$)when you sand, its rough on the lungs.
