wire cutters for emergencies?

Does anyone carry wire cutters for emergency situations?
You need to elaborate more. It seems like you are asking if you should cut a piece of standing rigging and that seems very extreme.

agreed! it should be ALWAYS within reach (in or on your pfd).
i have had to cut a spin halyard to avoid a capsize in some real weather in a bad location (attempted to pop a spin in 25+ and it got fouled on the douse right near the intra-coastal)
