If you want to de power your 16 by reefing?the main, it would be fine to let the main halyard down a little, tie the reef points, and hoist the main up and tie it to the mast? cleat.? You don't pull the down haul very tight anyway when you choose to reef the main sail.
You could always put up a 14 sail,?and there are many books & techniques on heavy weather sailing.?Have Fun

I don't have a comp tip mast, but I don't think it should be a
problem. They key would be whether the reefing stop (really just a
small swage) will run through the sheave on a comp tip.

Of course using the old style (all metal) halyard will at least
partially defeat the purpose of the comptip by providing a nice
conductive path from your mast tip - so don't run into any power lines!
(not that you'd be trying)
