2013 I-LYA SAIL REGATTA August 2-4, 2013

Organizing Authority – Inter-Lake Yachting Association Host – Put-in-Bay Yacht Club, Put-in-Bay, Ohio NOTICE OF RACE


1.1.      The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

1.2.      RRS 60.1(a) is changed to prohibit a boat from protesting another boat for an alleged breach of a class rule requiring class membership.

1.3.      The first sentence of RRS A2 is changed to read "Each boat's series score shall be the total of her race

scores."

1.4.      US Sailing Prescriptions to Rule 63.2, 63.4 will not apply.

1.5.      In the event of a conflict between the Sailing Instructions and the Notice of Race, the Sailing Instructions shall prevail. This changes RRS rule 63.7.

2.  ELIGIBILITY, ENTRY, AND PLACEMENT

2.1.      This event is open to members of US SAILING or other National Authorities, members of recognized yacht clubs, members of recognized sailing class associations, and others as may be designated by the Organizing Authority.

2.2.      The  Organizing  Authority  shall,  at  its  sole  discretion,  and  whose  decision  is  final  and without  appeal, determine eligibility and placement within divisions.

2.3.      Eligible boats shall register using online registration or by mailing the completed entry form together with all  fees  and  the  appropriate,  valid  rating-measurement  certificate,  in  time  to  arrive  by  the  specified deadlines.

2.6.     Deadline for receipt of registrations is 2359 hours, Sunday, July 21, 2013 for all keelboats and offshore multihulls and 2359 hours, Sunday, July 28, 2013 for Centerboards & Beachcat Division.

2.7.     All boats shall deliver a completed and signed "Waiver of Liability" form either with their completed mail-in registration or to the regatta office at the Put-in-Bay Yacht Club no later than 2000 hours on Thursday, August 1, 2013.

2.8.      The  acceptance  of  registrations  received  after  the  specified  deadline  is  at  the  sole  discretion  of  the

Organizing Authority and, if accepted, is subject to a late fee of $35.00.

2.9.     Only those boats whose registration and fees have been received before the registration deadline as stated in 2.6 will be included in the class and divisional splits.

2.10.    A minimum of five (5) boats registered before the above deadline shall be required to be considered a O.D.

Class.


3.  FEES

3.1.      The required fees are as follows:

NOTE:   There will be no refunds of fees after the Registration deadline.   Any refunds requested before the

registration deadline will be subject to a cancellation fee of $ 35.00.

4.  SCHEDULE OF RACES

4.1.      Multiple back-to-back races are scheduled each day.

5.  MEASUREMENT

5.1.      Each boat shall conform to its class rules.

5.2.      Casual Cruising division competitors will not be required to submit a measurement certificate. Boats without a current certificate will be assigned a temporary rating at the discretion of the Organizing Authority which shall be valid for this regatta only and cannot be appealed.

5.3.      Boats registering online shall either mail to the Registrar no later than the registration deadline or deliver to the Regatta Office at the Put-in Bay Yacht Club no later than 2000 hours on Thursday August 1, 2013, a copy of their current valid PHRF Certificate or Current one design measurement/rating certificate.

5.4.      In the event of a conflict between rating authorities, a temporary rating will be assigned at the discretion of the Organizing Authority which shall be valid for this regatta only and cannot be appealed.

5.5.      A boat and/or its equipment may be inspected, or directed to a place for inspection, at any time for compliance with Class Rules, the Sailing Instructions, and this Notice of Race.

6.  SAILING INSTRUCTIONS

6.1.      Race packets, including Sailing Instructions will be available on Thursday, August 1, 2013 from 1600-2000 hours at the Put-in-Bay Yacht Club.

7.  VENUE

7.1.      All racing will take place on the open waters of western Lake Erie and its islands.


8.  COURSES

8.1.      PHRF  and  JAM  Divisions,  One-Design  Keelboat  Division,  and  Offshore  Multihull  Division  will  sail  a combination of Windward-Leeward and Offshore Around the Islands courses.

8.2.      Centerboard and Beachcat Division will sail a combination of Windward-Leeward and Triangle courses.

8.3.      Casual Cruising Division will sail Offshore Around the Islands courses.

9.  SCORING

9.1.      The Low-Point System of Appendix A will be used.

9.1.1.    A boat's series score shall be the total of all her race scores. That is, no races are excluded. This changes

Rule A2. One race will constitute a series.

9.2.     JAM & PHRF I-LYA Championship will be given to the PHRF boat with the best average score in her division calculated by the Cox-Sprague formula. The average score is calculated by adding the individual Cox-Sprague scores for each race and dividing the total by the number of races scored. Ties are broken according to RRS A.8.

10.HAUL-OUT RESTRICTIONS

10.1.      Unrestricted for One-Design Centerboards and beachcats, others only by permission from the Judges/Race

Committee.

11. AWARDS

11.1.      Prizes will be awarded for first, second, and third place series finishes in each class.

11.2.      Daily prizes will be awarded following the conclusion of each day's racing.

12. DOCKAGE

12.1.      Dockage for all Keelboats and Offshore Multihulls and Dry Dockage for Centerboards and Beachcats is included in the registration fees and will be available only to those who have completed registration for the regatta by the deadline specified herein.

12.2.      Competitors shall follow the directions of the I-LYA Dock Master each day. The I-LYA Dock Master and his/her crew, including the person in charge of the drysail area at PIBYC, are part of the Race Committee.

12.3.     Keelboats and Offshore Multihulls may at their discretion opt out of the provided regatta dockage for a registration credit of $100.00    All boats desiring to opt out of dockage must request accordingly at the time of regatta registration and pay the appropriate registration fee.   Boats opting out of dockage will not be provided a dockage assignment on the I-LYA dock spaces.

13. INSURANCE

Each participating boat shall be insured with valid, third-party insurance sufficient to cover liability for loss, damage, personal injury, or death.

14. DISCLAIMER OF LIABILITY

Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely  at  their  own  risk.  See  RRS  4,  Decision  to  Race.  The  race  organizers  (organizing  authority,  race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of  participation  in  this  event.  By  participating  in  this  event,  each  competitor  agrees  to  release  the  race organizers from any and all liability associated with such competitor's participation in this event to the fullest extent permitted by law.
